German speeding fines were increased substantially in the November 2021 reform of the Bußgeldkatalog. Any table showing €80 for 21–25 km/h over the limit is pre-2021 and wrong — the current figure is €115.
Two things determine the penalty: how far over the limit you were, and whether it happened inside or outside a built-up area. Fines inside town (innerorts) are always higher.

* About the driving ban
At 26–30 km/h over, the ban normally applies only if you commit a second offence of 26 km/h or more within 12 months (the repeat-offender rule). A single offence at this level usually does not trigger a ban.
Measurement tolerance
A legal tolerance is deducted from the measured speed: 3 km/h below 100 km/h, and 3% of the measured speed above that. The fine is calculated on the figure after deduction.
Extra costs and probation
For fines over €55 you also pay a €28.50 administrative fee and €3.50 postage. If you are still in the two-year probationary period (Probezeit), exceeding the limit by 21 km/h or more extends your probation by two years and requires a mandatory seminar.
If you are not a German resident
Fines of €70 or more are enforceable across EU borders under Framework Decision 2005/214/JHA. Driving bans issued in Germany apply on German territory; leaving the country does not close the case.
